The Delhi government is preparing a new e-rickshaw policy to address traffic congestion, road safety concerns and the growing number of vehicles operating in the capital. According to the draft policy, Delhi may permit a maximum of 2.5 lakh registered e-rickshaws. The proposal also seeks to make valid driving licences and driver badges mandatory, while unregistered e-rickshaws and improvised vehicles could face seizure. The government plans to invite feedback from the public and other stakeholders before finalising the policy.

Driving Licence, Badge and Digital Certificate Proposed
Under the draft, every e-rickshaw driver would need a valid driving licence and an authorised badge. Each vehicle would also be required to obtain a digital E-Rickshaw Compliance Certificate (ECC). Existing registered e-rickshaws would reportedly have 90 days from the policy’s notification to obtain the certificate. The proposed system aims to maintain records of vehicles and drivers and improve compliance with transport regulations. The draft cites the large number of unregistered e-rickshaws as a concern, with estimates suggesting that around four to five lakh may be operating without registration.

Passenger Limit and Registration Rules
The proposed policy would allow an e-rickshaw to carry a maximum of four passengers in addition to the driver. The permitted weight of goods would be capped at 40 kilograms. It also proposes limiting individual ownership to five registered e-rickshaws, while institutions could register up to 100 vehicles. These measures are intended to bring greater structure to e-rickshaw operations and help authorities monitor their use across Delhi.

Public Feedback Before Final Implementation
The draft Delhi E-Rickshaw Scheme 2026 is expected to be opened for public comments and objections for one month. Authorities may review the suggestions before preparing the final policy. Since these provisions are still at the draft stage, the limits, deadlines and enforcement measures will become clear only after the final policy is approved and officially notified.
